Keith Arbuckle: Executive Director
As Executive Director, Keith is responsible for directing, coordinating and managing the District’s operations. A tenured employee with Duckett Creek since 1997, Keith previously was responsible for all engineering aspects of the District. Prior to employment at Duckett Creek, Keith was plant manager and district engineer for the Little Blue Valley Sewer District, one of the largest sanitary districts in the state of Missouri. Keith holds a degree in mechanical engineering, is a member of the Missouri Society of Professional Engineers and has served as President of the Missouri Water Environment Association. Keith and his wife Jeana are longstanding residents of the City of O’Fallon and share adult children Mitchell, Evan and Elise.
Julie O’Guinn: Director of Finance and Administration
As Director of Finance & Administration, Julie is responsible for the financial, customer service, insurance and personnel aspects of the District. Julie has over thirty years of public sector experience and over twenty years in government budgeting, human resources and accounting, serving previously as the Director of Finance at the cities of Ladue and Frontenac. Julie is a member of the Missouri Government Finance Officers Association serving on the state board since 2012 and has served as a past board member and President of the St. Louis Eastern Chapter. She holds a Certified Public Finance Officer certification as well as a Bachelor’s degree in Management, Business and Human Resources, a Master’s degree in Human Resource Management and is working toward a Master’s in Public Administration. Julie resides in St. Louis County and has an adult son, Tyler.
Dr. Luke Kehoe: Director of Engineering and Operations
As Director of Engineering and Operations, Luke has the responsibility for the engineering and operational aspects of the District, including plan reviews, major renovations, expansion projects and the day-to-day operations of the District’s collection and treatment facilities. Luke brings to the District over twenty-five years of experience in municipal operations with a Ph.D. in civil engineering. Luke is a past president of the O’Fallon Rotary Club, a licensed professional engineer, a professional land surveyor, a certified floodplain manager, and a member of the American Society of Civil Engineers, the Missouri Society of Professional Land Surveyors, and Association of State Floodplain Managers. Luke, his wife, Renee, and children, Justin, Julia, and Josie, are long-time residents of Dardenne Prairie, Missouri.
