Chuck Gross: Executive Director

Chuck Gross, Executive Director, joined Duckett Creek in January of 2013. Previously Chuck spent 5 years as Director of Administration for St. Charles County Government. Prior to St Charles County Chuck was Vice President of Business Development of UMB Bank. Chuck also served in the Missouri legislature from 1993- 2007. He serves on several non-profit Boards in St. Charles County and is an active member of Our Savior Lutheran Church.

Chuck was born on August 20, 1958, in St. Charles, Missouri. He is married to Leslie Ann (Goralczyk) Gross. They have two daughters, Megan and Madelynn. He is a 1976 graduate of St. Charles High School and a 1981 graduate of University of Missouri-Columbia where he received his Bachelor of Science degree in Public Administration. In 1982, he received his Masters of Public Administration from the University of Missouri-Columbia.

Keith Arbuckle: Director of Engineering

With a degree in mechanical engineering, Keith has the responsibility for all engineering aspects of the District, including all plan reviews and all major renovation and expansion projects. Previously Keith was plant manager and district engineer for the Little Blue Valley Sewer District, one of the largest sanitary districts in the state of Missouri. Keith is a member of the Missouri Society of Professional Engineers and has served as President of the Missouri Water Environment Association. Keith, his wife Jeana and children Mitchell, Evan and Elise live in O’Fallon.

Rick Higgins: Director of Operations

Celebrating his 40th year as an employee of Duckett Creek. Rick Higgins has a wealth of knowledge and expertise in the field of wastewater. As Director of Operations, Rick is responsible for the daily operation and maintenance of the District’s two main plants, two pump stations and 37 lift stations. He also oversees the almost 600 miles of sewer lines in the Duckett Creek system. Rick lives in St. Peters with his wife Diane and three children, Amy, Rebecca and Shaun.

Julie O’Guinn: Director of Finance & Administration

As Director of Finance & Administration, Julie is responsible for the financial, customer service and personnel aspects of the District.  Julie came to the District with over twenty years of public sector experience and over thirteen years in government budgeting, human resources and accounting, serving most recently as the Director of Finance at the cities of Ladue and Frontenac.  Julie is a member of the Government Finance Officers Association and serves as President of the St. Louis Eastern Chapter.  Julie holds a Bachelor’s degree in Management, Business and Human Resources from Webster University.  Julie resides in the City of Ballwin Missouri.  Julie has an adult son Tyler.
